Revised Inspection Standards for Adult Custodial Facilities

The Inspector of Custodial Services has released revised Inspection Standards for Adult Custodial Facilities (the Standards).

These Standards are grounded in international human rights agreements and national correctional guidelines. They are used to assess the performance of adult custodial facilities in Western Australia during inspections.

The revision is part of a broader review of the Office’s inspection methodology, with a focus on embedding the Standards more centrally in the inspection process. To support this, the Standards have been simplified to enhance their practical use and improve stakeholder engagement.

The previous 189 detailed standards have been streamlined into 33 core standards, each supported by specific outcomes and measures. These are organised into eight key themes that reflect the journey of a person in custody—from reception to release.

The Standards remain outcome-focused and are not intended as a compliance checklist. Facilities can demonstrate achievement of these outcomes in ways that reflect their unique operating contexts.

To increase transparency, the revised Standards now include examples of possible evidence sources that may be used during inspections. These are illustrative and not intended to be an exhaustive list.

Additionally, the Standards introduce cohort-specific outcomes to address the distinct needs of:

  • First Nations people
  • Women
  • Trans, gender diverse, and intersex people
  • People with disability
  • Older people
  • Young adults

The revised Standards were trialled during recent inspections at Broome Regional Prison, Wandoo Rehabilitation Prison, and Casuarina Prison, with positive feedback from stakeholders.
